Payment Options

Through the mail. A return envelope is enclosed with your bill. The bottom portion of the bill should be sent along with your payment to ensure proper credit on the account. Payments sent through the mail should be made with a check or money order and must arrive in the office by the due date.

If a question arises as to the validity of a personal check, cash or a money order may be required. Second party checks will not be accepted. If a check is not honored because of "insufficient funds" or for any other reason, a service charge will be assessed and the account status will be the same as if no payment had been made. If a payment is made by personal check in order to avoid service termination, and the check is not honored, service may be disconnected after a 24-hour notification.

In person. We believe in maintaining a strong local presence to better serve our members. Bring your payment or inquiries to Guthrie County REC�s office in Guthrie Center. Our office is open from 8:00 a.m. until 4:30 p.m., Monday through Friday. We also have a night deposit box that may be used at any time.

Online payment option. You can pay your bill electronically with your credit card or debit card with credit card symbol. The pay by check option on the form is not available through Guthrie County REC.  You will need your Guthrie County REC account number(s), as they appear on your bill(s), to pay your bill. Once you have read through the details of the online payment option click the "I Agree" button at the bottom of the notice page and you will be taken to the secured sign-up page. 

Automatic payment plan. Enrollment in this plan allows our members to pay their bills by automatic electronic fund transfer from a bank, savings and loan, or credit union checking or savings accounts they designate. We offer this service free of charge. To sign up, complete an automatic authorization form and a voided check then return it to our office.

Budget billing. Budget billing is a convenient way for you to more accurately budget your monthly finances and escape seasonal fluctuations in your bill by paying a fixed amount every month. The electric price on budget billing is not different from the price you are currently paying.

The program works by establishing an individual payment amount based on the average of your previous year's electrical consumption. This figure will remain fixed for one year, thus allowing you to pay the same amount every month. Your budget billing amount is recalculated once a year in July and adjustments are made accordingly.

To qualify for budget billing, you must have been a member of Guthrie County REC for at least 12 months, lived in the same location for at least 12 months, and have an account in good standing with the cooperative.

Need help paying your utility bills? The Low-Income Home Energy Assistance Program (LIHEAP) is designed to assist low-income families meet the cost of home heating. Applications are accepted on a first-come, first-served basis from approximately around November 1to April 1 (October 1 for elderly or disabled members), Monday through Friday, or as posted at the local LIHEAP office.

A household may qualify for assistance in this program if its income falls within certain income ranges based on the number of household members. This program is not designed to pay a household's total energy costs, but to provide assistance in the payment of residential heating costs for eligible households.

At the time you apply at you Local LIHEAP Office, you will need the following

  • Fixed Income :: This income may include: Social Security Benefits, Supplemental Security Income, Aid to Families with Dependent Children or Family Investment Program, Veterans' Assistance, Unemployment Insurance, pensions. Please send a copy of your most recent check
  • Self-Emplyoment/Farmers :: A copy of your most recent federal tax return. If you receive interest or dividend income, alimony or child support, it will also need to be verified.
  • Wage Earners :: Attach copies of your check stubs for the three months preceeding the date of application, preceeding the date of application, or a copy of your federal income tax return.
  • TANF (FIP) and SSI Recipients :: Please bring in a copy of your Medicaid card.

After, you have provided all the listed requirements you will be told whether you are eligible. If so, you also will be told what amount you might qualify for.

This initial determination is subject to review and totally dependent on the availability of federal funds. Benefits will be in the form of a credit applied to your heating bill by your utility company. For more information, contact the local LIHEAP office at the county you live in. See List Below
